When a WDI Report Is Required

VA loans require a completed WDI report in Ohio before a mortgage can fund. FHA loans may require one when an appraiser identifies evidence of infestation or conducive conditions, and USDA loans generally require a current report as well. Many conventional lenders impose the same requirement as a condition of the purchase agreement, even when the loan program itself doesn’t mandate it.

What We Examine During the Inspection

We also document conditions favorable to future infestation, such as wood-to-soil contact and excessive moisture, even when no active insects are present.

Ohio Licensing & the NPMA-33 Report

Ohio law requires that WDI inspections for real estate transactions be performed by a licensed Commercial Applicator holding Category 12 certification, issued by the Ohio Department of Agriculture. This matters for buyers: the report must come from a properly licensed operator to be accepted by a lender, and you have the right to choose your own licensed inspector regardless of who your agent or lender recommends.

All findings are recorded on form NPMA-33, the standard document lenders require. The form documents evidence of active infestation, signs of previous activity, visible structural damage, and conditions favorable to future infestation. It also notes any areas that were inaccessible or obstructed during the inspection. That distinction is important: the NPMA-33 reports what is visible in accessible areas; it doesn’t certify that a property is entirely free of wood-destroying insects.

Under Ohio Admin. Code 901:5-11-13, the commercial applicator must complete and sign the form within five business days of the inspection. If active infestation is found, most lenders and purchase agreements require treatment and a clearance inspection before closing can proceed.
